a non civic issue is something that’s an issue that can’t be solved by a community, society, state, group, etc. rather than a civic issue is something that can be solved by a community, society, state, group, etc.

some might say these are examples of a civic issue- 1. hold news criminally liable for their false news. 2. arming teachers for the reason of mass shootings (just examples don’t get mad if you don’t agree)

some might say this is an example of a non-civic issue- 1. murder should stop (as it is illegal it still happens. we can’t solve that as a community, perhaps in the future, but not currently.
