The Ottoman Empire was able to expand so rapidly because other countries were weak and unorganized. The Ottomans had advanced military organization and tactics for the time which also helped them expand. The effect of this expansion was that the ottoman empire controlled most trade routes.

Theoretically, yes. Most of the water that is used to water the crops come from an under ground reservoir that is quickly drying up. However, the dust bowl was caused when farmers kept farming the same thing to much, over and over. Hopefully we learned from that mistake, and know not to do that know, which make another drought that bad, in my opinion, unlikely.
