It describes what the narrator experiences in the story.

In the excerpt the narrator explains his encounters with his new "friend". After showing an interest in the person, the friend becomes very clingy and follows the narrator around and hangs out with him constantly. The excerpt is a description of the narrator dealing with this very attached friend. It shows his annoyance with the constant companion.

This is a paradox because they weren't willing to wait for them long in the first place, as it turns out.
