It's up to the government. In many countries, the problem isn't so severe as others. But what most countries do is that all cigarette companies HAVE to put a picture on the cover of the packet showing the bad effects of smoking. <span>District of Columbia, American Samoa, Puerto Rico, and the </span>United States<span> Virgin Islands are a few places where smoking is completely banned from enclosed areas like restaurants. In the end, even if a country completely bans cigarettes, they won't be able to completely stop it from entering. Smugglers think of many ways to bring in illegal items from one country to another.</span>
