Tacitus was a Roman historian who wrote the book <em>Germania </em>in the 98 AD. The book gives an account of the Germanic people who were located outside the Roman Empire.

Tacitus observes that the Germanic government was based on a merit system. The society was egalitarian, and leaders lead by example rather than force.

The opinions of women are respected, and they aid the men in war. Decisions are taken in public meetings by the group as a whole. Tacitus was particularly impressed with their monogamous lifestyle and the rarity of adultery.
