King was referencing the ideals of the founding documents which made certain promises regarding the rights of life, liberty and the pursuit of happiness and the guarantees of the Constitution in the 13th, 1th and 15th Amendments. King felt the United States had failed to honor its promises to Africans Americans and the March of Washington was designed to obtain those promises.
