How have some successful people effectively avoided being  drafted into the military?

In the paragraph that has been talked about in the question, there has been shown the injustice that has been done by the government against the people who had the potential of being drafted and about the unfairness of the military draft.

Since government has the officials as a part of it who have got power and position in their hands sometimes the decision made by them are not very fair and they might make decisions which favor them and not give opportunities to the people who deserve it or who have the potential in them.

So basically, the breakdown is like this:

                               'to be'             'share'

All the other sentences are in active voice as the subject is doing the action. "Lilly took", "Little boy arrived", "The boy started playing" all have the subject in front of the verb.
