They were supposed to be guardians of the lost children but instead, they fill their own stomachs and left the children to starve and suffer. Also, the condition of the workhouse was so miserable. Charles Dickens made it possible to show it in his story, thereby openly and indirectly criticizing it too. These institutions were supposed to house and take care of the children but they did just the opposite, making life more miserable for the children.
