They gave more control to the States than the actual Federal Government. This was intentional due to the colonists not wanting a strong central government and cause a repeat of England's rule. This proved to be inadequate because the federal government was unable to regulate taxes or even gather an army to help with disputes. These flaws in the Articles were shown with Shay's Rebellion as the Continental Army (federal government's army) was slow to organize and confront the problem. They did not give congress and national government enough power. It also did not give congress the power to tax, which caused the government to print more money, and lead to inflation. Another valid reason why the Articles of Confederation was inadequate, it did not give congress to the power to draft troops.
