EXPLANATION:  

The flagman, or it is popularly known as the flagger is the one who works on a construction where his job is to control the traffic. A flagman or a flagger could be a man or a woman. A flagman is along highways and roads who helps keeping the flow through the construction zone, despite a shutdown of lanes. Flagman mostly works in a team, together with other flagmen, where each flagman is responsible for controlling the flow of traffic in a certain direction.  

Back to the question, because a flagman is the one who is responsible for controlling the traffic in a construction, thus it is not his or her job to issue tickets. A flagman might have to answer questions from the motorist or drivers in a construction, give them directions, and give advice about driving in a construction. Yet, it is not a flagman job to issue any kind of ticket.

A flagman might have to stand on their feet for a long time during a day and understand how to control traffic to the best of his or her ability. A flagman might put traffic cones and use signs, including hand signals to communicate with drivers, motorists, and all of the vehicles which come in and out the construction. Because of that job, a flagman has to be confident to stand in front of the cars, blazing heat, and in the middle of the night. It is all done in order to make sure that the construction traffic is no more snarled than it has to be.  

A flagman has to meet the requirements to be a professional flagman. A flagman has to be able to work in a teamwork, have stamina, and  own great communication skill. A flagman has to be able to work in a teamwork because flagman works in a group of flagmen.  A flagman has to have stamina because being a flagman requires him or her to stand on their feet during a long period of time. Last, a flagman has to own great communication skill in order to communicate with other flagmen.
