The answer is (A) pattern and rhythm.  The pattern design element can be seen through the repeated use of alternating same size red and white stripes as well as the alternating rows of same size white stars on the blue background.  The rhythm design element can be seen in the repeating and set distance between the white stars on the blue background.  It can also be seen through the use of same size stripes going from top to bottom of the flag alternating colors.
