Cells divide because they are usually limited in size. Since the inside part of a cell grows faster than the outside, they must divide to keep up. Another reason why cells divide is to reproduce and to repair themselves of any damage.

I dont know if hemophilia affects X or Y but that is how the mutation would be passed on.
