The Pendleton Civil Service Act mandated that government jobs be awarded on the basis of Merit rather than political connections. Prior to the act's passage, jobs were given on a patronage system to the presidents political supporters...... these law made government jobs more competitive and lead to less corruption than before. it also provided jobs protection to those with opposing political views.
