The taxes collection is a form of raising the revenues' state in order to use it to meet the demands of the society by financing social projects in sectors such as health (social healthcare, medical research, social security, etc.), education (funding, furnishing, and maintaining the public education system), Governance (to pay public servants, police officers, members of parliaments, the postal system, etc.) and by funding other sectors that are important for the well being of the citizens such as infrastructure development, transport, housing, security, scientific research, environmental protection, defense, etc.

When authors have the copyright of their writings or discoveries, they can protect their work against piracy and control who makes money off of it, legally.

When authors are protected by law that their work will be protected, even if it's just for a limited time, they tend to feel more encouraged to keep creating.

Developing nations lack the technological developments which are necessary to compete in international markets. Most developed countries that  use such technologies are able to produce more elaborated goods (hence more expensive) at a much lower cost and therefore gather the profits from international trade.

On the other hand, developing nations where wage levels are low and where institutions are weak become an attractive destination for corporations that perform outsourcing. Outsourcing consists on a company hiring another one in order to perform a certain task. If a corporation hires a company in a developing country, for example to perform certain stages of its production process, it can profit for the lower labor costs and the lack of regulation and taxation system that emerges from the lack of strong institutions. This outsourcing contract allows the corporation of producting at a lower cost than before and to become more competitive in the international markets.

This Amendment was an acknowledgement to the problems related to former slaves following the American Civil War. The Equal Protection clause declared that "a state may not refuse any person within its jurisdiction the equal protection of the laws".
