sergeinik [125]

Considering the passage above the completed one is this:

After the passage of the Homestead Act, settlers flooded to the Great Plains, where lumber was scarce. Barbed wire enables the settlers to fence in their lands.

As a result, the movement of Native Americans and cattle drivers was severely restricted, and the era of open range came to an end.

Hence, in this case, the correct answers are:

Which level of government is
hichkok12 [17]

Answer:

Explanation:

Article IV section 3 of the constitution mandates congress to vote on how a new state is to be formed. I do not know the exact terms of how a state is created as a sovereign body, but I suspect any new state would have to go through what Hawaii and Alaska went. These were territories that were not carved out of an existing state so the problem was not complicated by two states feuding over where the boundary would be.

Recently Puerto Rico had a non binding referendum on this very question. I don't know what was decided.

It's the Federal Government in the form of congress. The territory has to be in favor of statehood.

The civil Rights of institutionalized person act was recognize what year
Archy [21]
Congress enacted the CRIRA in 1980, giving the US attorney general legal standing to bring suit in federal court on behalf of persons institutionalised by the states under unconstitutional conditions. Institutionalised persons almost lacked the resources and the ability to protect constitutioanl and federal statutory rights to adequate living conditions. CRIPA was needed because several federal court cases in the late 1970s denied the attorney general standing absent express statutory authority.
