Madison refers to all of the power of a government in one branch or in one person's power is how corruption and tyranny exist against a country's people. He would be supporting the idea of separating the powers between people so no one person had all the power.
The US creates separation of powers through the three branches of the federal government. The executive branch contains the president, their staff, and cabinet members. The legislative branch contains the Congress and the power to create laws. The judicial branch contains the court system which has the power to interpret and apply the laws of the land.

Under the Plan, a non-partisan commission reviews candidates for a judicial vacancy. The commission then sends to the governor a list of candidates considered best qualified. The governor then has sixty days to select a candidate from the list. If the governor does not make a selection within sixty days, the commission makes the selection.
<em />In the House, the majority party does everything except select the minority party leader. The minority party is responsible for selecting their own party leader. The majority party appoints committee chairpersons and members, decides on the size of the committees as well as sets the agenda for major legislation. If the majority party does not think a piece of legislation is important, it will not go before the house to be debated and voted on. The majority party is incredibly powerful and is virtually able to control the House.
