The Rise Over Run is 2/3. So 2/3 is your slope
The Y-intercept is 4
So your equation should be y = 2/3x + 4

\heartsuit  Then the Value x = 4 should satisfy the Given Equation

⇒ (4)² + b(4) + 16 = 0

⇒ 16 + 4b + 16 = 0
