There are no choices here but the reason why it is the duty
of the state government to protect public health is because it starts at the
grass-roots level where municipalities as well as city and state officials are
the ones responsible for directly monitoring and implementing preventive
measures to stop the spread of diseases.

These distortion occurs because earth is spherical in shape. So, while projecting it gets distorted in the polar and the equatorial region mostly, as the pole appears to be larger in size and shape. The direction is also affected.
Due to this reasons, the maps are not so accurate in showing the earths surface, in comparison to a globe.
