This motto would be used during the meji restoration. When you hear Meji think M for Modernize, and that’s basically what japan wanted to do. They saw other nations being imperialized and they did not want that for themselves so as a result Japan began to industrialize through imperialist policy which ended their isolation best policy that they had previously followed, they took on western ideas and began to advance their military and began to become for globally interdependent.
