a whole is 1, thus in 11th terms, that'd be 11/11 namely eleven elevenths, is a whole.

we know that 8/11 of that whole is really 16 fishes, if the whole is "x", what is "x"?

\bf \begin{array}{ccll} fraction&total\\ \cline{1-2}\\ \frac{8}{11}&16\\\\ \frac{11}{11}&x \end{array}\implies \cfrac{~~\frac{8}{11}~~}{\frac{11}{11}}=\cfrac{16}{x}\implies \cfrac{~~\frac{8}{11}~~}{1}=\cfrac{16}{x} \\\\\\ \cfrac{8}{11}=\cfrac{16}{x}\implies 8x=176\implies x=\cfrac{176}{8}\implies x=22
