This poem is a reference to Whitman's poem "I hear America singing". In this poem, Whitman talks about how every American mechanic, carpenter, boatman is singing but he does not mention about the black people. This is why this poem is titled as "I too" to express that Hughes who is an African American is still an American.
It does not have a specific rhyme scheme so it is known as "free verse".
