The Southern states agreed to Andrew Johnson’s plan of reconstruction because his policies were too lenient toward the Southern states and he gave easy terms to reinstate their positions: the President granted thousands of pardons to white Southerners, wealthy planters and Confederate leaders, he allowed them to return to power on the state level, he gave no regulation to the Southern states, which later sought to subjugate freed slaves via harsh laws (the Black Codes) and he did not protect African Americans from those abuses.

Why, do you think, does Hughes seem sarcastic throughout most of this essay? Toward what or whom does he direct his sarcasm? Do
Cloud [144]
Hughes seems sarcastic because the language that he uses is sarcastic. He is aggravated over the treatment of African Americans in Harlem at that time. He directs his sarcasm toward white people. He is aggravated that there are still many places that African American's cannot go (clubs), including a club called the Cotton Club. His feelings are justified because discrimination was alive and well during this time period.
