It<u> can be a positive for someone who is looking to spend less on something that can deliver well enough.</u> Rating a performance average means it basically does  what it is supposed to do with some competence.

To be able to have that at reasonable price is a good bargain for some. However the phrase just as may have a negative connotation for some as it is least expensive and not cheap. <u>It still is a little expensive is what the phrase insinuates.</u>
