It described the arguments on the other side as coming from cunning politicians and a mercenary capitalist press, and even silent consent to the conscription law as helping to support an infamous conspiracy.

The correct answer is "Assert your opposition to the draft". The document in question is very clearly <em>against</em> the draft, since it considers it an affront against individual freedom and "despotism in its worst form". All the other options (Submit to intimidation, Deny or disparage rights, Silently consent to the conscription) are the opposite of what the document proposes, which is active resistance against the draft.
