The correct answer is "Assert your opposition to the draft". The document in question is very clearly <em>against</em> the draft, since it considers it an affront against individual freedom and "despotism in its worst form". All the other options (Submit to intimidation, Deny or disparage rights, Silently consent to the conscription) are the opposite of what the document proposes, which is active resistance against the draft.
