The temperance movement truly started in the 1820's when people started thinking that beer and wine brought evil spirits into the body. The government tried to assist in the movement, and in Great Britain, they heavily taxed the pubs. Movements all over the world were put in place to regulate drinking in public bars. This meant you had to have a license and there where certain opening times.

The movement declined when the crime rate went through the rood due to mafias. The government also stopped assisting the movement because they knew the beer alcohol would still be sold, and they wanted to tax it.
