When country's people face some problem, for example, earth quake or floods or sounamy, people from all over the globe reach out to their help. Every country send them donations, send their medical teams, send their rescue teams to help them out. That's why it has been said in this statement that when people are endangered then national borders become irrelevant, people don't see their own and national interest, they just want to help the people in need.
