However, the phrase "ALL DELIBERATE SPEED" in the rulings create ambiguous but crucial meaning, in which it was later defined and explain to mean "at a slow pace". This implies that, the process of abolishment of segregation is based on each states timetable.

Hence, while some states acted promptly according to the rulings, some states took and exploited the hole in the judgement to delay the end of segregation.

Therefore, the phrase "ALL DELIBERATE SPEED " in the Supreme Court's Brown decision unintentionally permit Southern schools to delay desegregation as it was translated to mean "Slow".
