I think that the leaders believe that women would have additional rights if they had the vote (to he honest I don't know what vote is that). since the early ages women were not given equal and unjust rights, if they had the vote, leaders believed that women would gain more additional rights
His belief that the government could only do so many things to help, in the sense that they were limited, led him to do very little during the depression.
