White Southerners were frightened of giving blacks opportunities since they were terrified of the challenge blacks would bring into the commercial center. Since dark residents could now work for wages, it made more challenge between poor whites and blacks as far as getting contracted for work on ranches and estates.  

There was a split among moderate and Radical Republicans in Congress. This split in the Republican party caused issues, as the two of them needed altogether different things for the South amid Reconstruction. Radical Republicans needed to brutally rebuff Southern states and take practically unlimited authority over them while moderate Republicans needed Southern states to have some capacity to make their very own laws and government.
