EXPLANATION

Certificate of confidentiality, or as known as CoCs, has the purpose to protect the privacy of the subjects in research. It protects by banning disclosure of identifiable, and also sensitive information that no one can know except with the subject’s permission and a few other situations.  

 

The certificates of confidentiality are issued by HHS agencies and the National Institutes of Health (NIH). The main purpose is to protect identifiable research information from compelled or forced disclosure. This allows the researchers and all the people who have access to the research’s information to refuse to disclose any information of the participants in criminal, administrative, legislative, civil, or other proceedings.  

 

The certificates of confidentiality can be granted for the purpose of collecting information. If it is disclosed, then it might give the subject adverse consequences, such as damage to reputation, financial standing, employability, and insurability. By protecting the researchers from being compelled to disclose information, certificates of confidentiality decrease the risks to the subjects by maintaining confidentiality.

 

The certificates of confidentiality will protect the subjects from compelled disclosure of their personal information, but it still does not prevent voluntary disclosure. Researchers are not prevented to give voluntary disclosure about certain information, such as evidence of the subject’s past child abuse, etc. If the researchers will want the probability to make voluntary disclosures, then it should be included inside the informed consent of this probability.
