Neutrality at the beginning of World War I

McKinley led a presidency that was bent on pushing American agenda in the international arena aggressively, through war, diplomacy and military show off. He advocated for use of open door policy with china, invaded Spain following Cuban war of independence, and in the treaty of Paris, took over possession of colonies in the Latin world such as the Philippines and Puerto Rico. He would therefore have never conceived of a neutral USA during the ww1.

Answer:

It is not neutrality at the beginning of World War I

Explanation:

The excerpt below comes from instructions issued by President William McKinley to diplomats negotiating a peace treaty with Spain:

It is my wish that throughout the negotiations entrusted to the Commission the purpose and spirit with which the United States accepted the unwelcome necessity of war should be kept constantly in view. We took up arms only in obedience to the dictates of humanity and in the fulfillment of high public and moral obligations. We had no design of aggrandizement and no ambition of conquest.

Civil liberties and rights of United States
Solnce55 [7]

Civil liberties are protections against government actions. For example, the First Amendment of the Bill of Rights guarantees citizens the right to practice whatever religion they please. Government, then, cannot interfere in an individual's freedom of worship.
