I definitely agree with the first Topic - It is easier to overcome any difficulty when pursuing your dream goal.
When you have a goal in mind, of course you're going to give it your best to actually achieve that goal, no matter what difficulty you may encounter. If you want something so badly, you will overcome any difficulty that may come your way because you have a goal set and you want to be successful in accomplishing it. If you don't have a strong goal in mind, then you may not have the motivation to overcome difficulties in life - therefore, goals definitely help you in your pursuit of dreams.
An example from literature that comes to mind is Frodo from The Lord of the Rings - he wanted to save the world from impeding doom, but in order to do that, he had to sacrifice his own safety and destroy the ring (and therefore, the villain Sauron). His dream was to see his loved ones happy again - his "difficulty" was the ring - but he managed to overcome it driven by his strong desire to accomplish his goal.
Not that much. Congressional debates in the senate and in the house are when one debate either approve or disapprove a bill. If approved then it goes onto the next debate. If passed by both then it goes to the President, who has the authority to turn it into a law.
