The 13th amendment was passed by the Senate on April 9, 1964. The House of Reps. proceeded to pass the amendment on Jan. 31, <u>1865</u>.

After the war, France got Senegal in Africa, which was an important slave trading station, and hence France got a monopoly on the slave trade from Africa. Hence, option D is the correct answer.
