The most common and efficient way of doing this monitoring, especially with endangered species is probably tagging. Point count, as far as I know, is only used for bird monitoring and area searches are not effective at all.
When you designate an area as a nation park, it acquires certain protection laws (I think it works like so in all countries) that protect the species in it. Decreasing the number of trees does not make any sense and fragmenting the forests can only make things worse.
