People decorate their homes with scary things like skeletons, lightened pumpkins, scary dolls, etc. Many Halloween parties are thrown and people come their in scary outfits.

So when Jeff goes to a party wearing just a white sheet and showing himself as a ghost, then his this behavior shows that he will feel less personally accountable for his this behavior. He is at his casual peak, and is less bothered if someone says anything to him regarding his costume, as he does not think himself accountable if he wears this sheet only and appear as a ghost.
