So

\frac{a_1}{a_2} \neq \frac{b_1}{b_2} can be obtained from the last option.

\frac{a_1}{a_2} \neq \frac{b_1}{b_2} ,\frac{2}{-2} \neq \frac{-1}{-1} ,-1\neq 1
