In a negotiation, a win-win situation is C. when both sides get some of what they want.

The term "win-win" means that both sides win or obtain something beneficial in the end. It's unlikely for a negotiation to result in both sides getting everything they want; sacrifices are often made during negotiations, and both sides must settle their differences by coming up with something that they both can gain from, even if it may not be everything they wanted.
