Answer:

Afghanistan is located on the mainland route between Iran, Central Asia, and India, it has been invaded multiple times throughout history.

Many of the people are mutually hostile to each other and outsiders. They fight over territory and are hard to negotiate with, making it difficult for people (even themselves) to govern that area.

Also, they're in so many wars, esspecially when the government is so corrupt it makes it hard to try doing anything there.
