During the presidency of Jefferson, many federal taxes were repealed, and he tried to base his economic policy mainly on the customs revenue. He indicted people who had been imprisoned under the Alien and Sedition Acts of 1798, approved under the mandate of John Adams, on the grounds that they were unconstitutional. The Judicial Act of 1801 was repealed and many of the "midnight judges" of Adams were expelled. He began and won the war in Tripoli (1801-1805), the first significant war outside the United States, and established the United States Military Academy at West Point in 1802.
