This gives each state two senators and representatives based on population in each state
MrRa [10]

Answer: United States Congress

Explanation:

There are two houses of Congress being the House of Representatives and the Senate.

The Senate gives each state two senators which means that there are a 100 senators in the Senate.

The House of Representatives is based on the population of the state so states like California and Texas would have more representation here.

The U.S. Congress is modeled this way because the Founding fathers had different opinions when setting up the Legislature. Smaller states wanted equal representation and larger states wanted representation by size. They eventually compromised and came up with the two houses to satisfy both sides.
