For two and a half years, the then US president, Woodrow Wilson, had managed to weave a delicate political balance to keep the country out of the European conflict, often facing intense internal political opposition. It was a conflict whose causes and objectives he saw, at best, as obscure. In his opinion, US foreign policy would not benefit from participation. For these reasons we can affirm that the US Government sought to protect its economy, its trade and its relationship with all European countries.
