It created balance by blending the Virginia and New Jersey plans.

The Virginia Plan argued for representation based on population and the New Jersey Plan argued for equal representation for each state.

The Great Compromise settled the issue of representation by creating a bicameral (two house) congress. Each house would be represented differently. The House of Representatives (the lower house) would be decided based on population of the state and representatives would be voted in directly by the people. The Senate would have an equal number of representatives (two per state) and were originally voted in my the state legislature.
