The major downfall of the Articles of Confederation was simply weakness. The federal government, under the Articles, was too weak to enforce their laws and therefore had no power. The Continental Congress had borrowed money to fight the Revolutionary War and could not repay their debts.

If both the President and Vice president can't serve, for any reason, the Speaker of the House of Representatives would be next in line for President.
this is due to the Presidential line of succession.
if the president dies, or cannot serve anymore, the people next in line would be:

- Speaker of the House of Representatives
- President Pro Tempore of the Senate
- Secretary of State
- Secretary of the Treasury
- Secretary of Defense
