Explanation:

Most of the people on board of the Mayflower were Puritans fleeing religious persecution from the King of England. Because of this, they were afraid of encountering a similar situation in the future colonies.

For this reason, they wrote the Mayflower Compact on board, in which the pledged formal allegiance to the king, but established a form of self-government with their own rules. They had the goal of forming a colony for themselves, with law and order.
