When a process is deliberately being delayed or prevented to be brought to a vote in the Senate, Standing Rules of the United States Senate allows a senator, or several, to invoke cloture, which it's their only defense to bring the debate to a quick end.

The term "cloture" comes from French and it means "the act of terminating something".
