This is because in parliamentary system is based on the relationship of confidence between the government and the parliament which means that for performing its work the executive needs to gain the political confidence from parliament and for this confidence both the bodies should have a common program. In parliamentary system the governments agree with the parliament about the executive policies before taking office and this prevents conflicts between two bodies. while in presidential system there is strict separation of powers and no relationship of confidence is needed between the executive and legislative body. So the two bodies can disagree with each other easily.
