The reason being he needs AT LEAST 12 large cones, and no specific number of small cones. So, the least amount he can have is 12, but he can have anymore than 12 with no problem. So, that being said he can have:

y(large cones) ≥ (greater than OR equal to) 12 (the least he can have)

y≥12
