The intended audience for this section of the text is option A. Children

This part of the text does not contain several difficult words to comprehend or high register words to be addressed to an adult such as a politician, a teacher or parents. So, the option I found more likely to be correct is children who will easily undertand what the writer wants to convey as he is very clear as well as concised in his writing.
