Since the Chinese where the only ones who could make and sell silk, they could get a high price for their special cloth. If they had simply given their secrets away, it would have been commonplace for everyone to make, and the Chinese would have lost their giant income from the silk buyers. It would also have put many people out of a job, like the silk merchants/traders!
They were going to let the people decide for themselves if they where going to allow slavery in their territories.
