Well for some like me you grow up talking English so it is quite easy
I'm not really sure how other country's teach English but I I'm ahem it it the same way that we learn french

The best ways to learn English or any other language is to start with the basics. Learn what you need to get by, (Where is the bathroom? Hello! What is your name? My name is...) and then once you have a foundation READ. Read everything you can, it's okay if you don't understand everything, look for context and keep on reading. It really helps. Also, one more thing. Talk to someone fluent. Have as many conversations as possible, even if you are terrible or can hardly speak English. Converse. Read. ;)
